1) This is based upon the hadith by Ibn abbas who narrates "I attented Id payer with the Prophet (peace be upon him) , Abu Bakr, Umar, Uthman and all of them would pray before the Khutbah" [Bukhari and Muslim]
2) Imam tirmidhi says "This is the acceptable practice among the people of knowledge amonsgt the companions and others that the Id prayer precedes the Khutbah" [Sunan at-tirmdhi 2:411]
3) Listening to the Khutbah is not wajib and this is based on the hadith by Abdullah bin Saib who narrates that he attended the Id prayer with the Prophet (peace be upon him) and when he finished the prayer he said: "We shall have a Khutbah- so let whoever wishes to sit for the Khutnah do so and whoever wishes to leave leave"
